WORLD NEWS – ITALY: The Municipality of Padova has launched a public information campaign tied to electronic identity card renewals that places organ and tissue transplantation decisions front and center for every citizen. The short video explains the three available responses—consent, refusal, or “no expression”—so people are prepared when asked about postmortem donation at municipal registry offices.
Officials stress that the move is designed to prevent citizens from being taken by surprise at the counter and to foster informed choices about organ and tissue donation and subsequent transplantation and procurement. The message clarifies that any decision recorded during the ID renewal is not final: individuals can later change their preference by notifying the local health authority (USL) or their family physician.
The campaign draws on recent numbers: in 2025, 8,667 people in Padova explicitly consented to organ and tissue donation at the moment of renewing their electronic identity card at anagrafe offices. The Comune di Padova will distribute the explanatory video across its social media channels and place it in waiting areas throughout all registry offices to reach citizens where the decision is made.
Municipal leaders frame the initiative as a practical step to strengthen public awareness around donation and the logistical reality of transplantation, making the consent process more transparent and manageable. By normalizing the conversation at a routine civic appointment, Padova aims to ensure that more residents enter that choice with clarity and that health authorities have clearer indications of community intent.
