Michigan Enacts Tax Credit to Boost Living Kidney and Liver Donations, Increasing Life-Saving Transplants

In a significant legislative push, Governor Whitmer recently signed a groundbreaking bill, House Bill 4361, aimed at boosting the numbers of living organ donors in Michigan. This new law introduces a tax credit, easing financial burdens such as lost wages, child care, and travel expenses for those who choose to donate an organ. The American kidney Foundation had previously rated Michigan poorly in terms of living donation-friendly legislation, but with this new legal framework, the state’s ranking has notably improved, marking an encouraging stride toward promoting live organ donation.

Gift of Life Michigan’s Patrick Wells O’Brien emphasized the urgent need for such a measure, as over 2,400 Michiganders are currently waiting for life-saving transplants, with a striking 80% in need of a kidney. Despite the heartening increase in organ donor registrations via driver’s licenses, the number of living kidney and liver donors has stagnated at under 200 annually. By offering this financial incentive, the state hopes to foster a supportive environment that encourages more individuals to consider living organ donation, especially among family members of those in need, who typically offer the best match and outcomes.

The bill follows meaningful advocacy from various stakeholders, including Representative Felicia Brabec, aiming to bridge gaps that have deterred potential donors in the past. Renowned institutions in Michigan, such as the Henry Ford Health System and the University of Michigan, have commendable transplant programs, poised to support this initiative.
