All cannabis packaging would need to be child‑resistant, and hemp products that contain more than 0.4 milligrams per container would have to be sold through licensed marijuana dispensaries. An explicit carve‑out leaves beverages exempt from that 0.4 mg rule, a pause the legislature attributed to an anticipated federal rule change at the end of next year that it wants to monitor before acting.
The bill’s passage sends the controversy to the governor’s desk, with DeWine publicly favoring restrictions.
